Russia: Istanbul agreement could serve as a basis for opening negotiations with Ukraine

In a statement to journalists in the capital Moscow, Peskov evaluated the issues on the agenda.

Regarding the negotiations between Russia and Ukraine, Peskov stated that this is only possible through dialogue and that Russian President Vladimir Putin has repeatedly expressed his readiness for negotiations.

Recalling that an agreement was prepared during negotiations between Russian and Ukrainian delegations in Istanbul in March 2022, Peskov said: “A lot has changed in the two years since then. Two new regions were included in our constitution (Zaporizhia and Kherson). This did not exist two years ago. Therefore, there are some new realities that cannot be dispensed with. At the same time, this (the agreement in Istanbul) can serve as a basis for opening negotiations.”

On the other hand, Ukraine is not ready for negotiations, Peskov said.

Evaluating the peace conference on Ukraine to be hosted by Switzerland on 15-16 June, Peskov said, “Attempts to organise a forum without Russia to find a solution cannot be considered rational and result-oriented.”
