Russian Foreign Minister Sergey Lavrov spoke at the 21st Doha Forum in Qatar on the theme “Towards Building a Common Future”.

Pointing out that Hamas’ attack on Israel on October 7 was not unprovoked, Lavrov said that it came after years of blockade and unfulfilled promises about the establishment of a Palestinian state.

Lavrov said that for years they have been trying to explain to the Israelis that the lack of a Palestinian state is the most dangerous factor fueling extremism in the Middle East, adding that the failure to resolve the status of the Palestinian state is the most dangerous factor in the region.

“We discussed with United Nations (UN) Secretary-General Antonio Guterres the need for an international observation mission in Gaza,” Russian Foreign Minister Lavrov said. We also discussed the need to apply all international pressure to achieve a humanitarian ceasefire in the Gaza Strip,” Lavrov said.
