A new document shared by Alec Muffett has revealed that the European Union wants to take action against child abuse. Companies are failing to tackle sexual abuse online, the EU said, and with the new regulation, it could raise users’ privacy concerns.

According to the leaked document, the EU’s new resolution consists of two main building blocks. It includes the detection, notification, removal and blocking of child abuse material that has previously been seen online. It is also intended to impose obligations on the platforms that enable them to spread.

The second leg of the regulation focuses on the establishment of the EU Centre for Child Sexual Abuse, which is not affiliated with any institution. The new legislation anonymously targets platforms that use end-to-end encryption technology, such as WhatsApp.

“The use of end-to-end encryption technology, an important tool to guarantee the security and confidentiality of users’ communications, including children, is included in this legislation. However, platforms that carry out the detection order should not share the technologies they use to employees or third parties.”

Earlier, Apple took a similar step, saying it wanted to scan users’ iPhone galleries and messages to prevent child abuse. The Apple algorithm would detect inappropriate photos being sent to children or child abuse material on devices. However, it was postponed following privacy concerns.
