US goal of establishing an advanced chip manufacturing centre

US Secretary of Commerce Raimondo announced that they aim to establish at least two large-scale production centres by 2030 for advanced semiconductor production.

US Secretary of Commerce Gina Raimondo made a speech at Georgetown University regarding the CHIPS law organised to increase chip production and scientific research in the country.

In her speech titled “Long-Term Vision for the CHIPS Act and America’s Technological Leadership”, Raimondo explained the long-term goals of the United States to consolidate its leadership in technology and innovation.

Raimondo stated that the CHIPS law offers the opportunity to make important investments for the future of the country and said, “The research, innovation and production encouraged by this law can ensure that we become a technological superpower by securing our economic and national security in the coming years.”

Stating that the first financing applications will start to be received next week under the said law, Raimondo emphasised that this financing will encourage companies to produce semiconductors in the USA. Raimondo noted that they will offer additional financing opportunities for supply chain companies and R&D investments in the coming months.

Reminding that the US accounted for 37 per cent of global chip production capacity in 1990, Raimondo stated that this rate has decreased to 12 per cent today. Raimondo pointed out that dependence on foreign semiconductor supply chains harms the country’s economy.

Referring to the goals they want to achieve by 2030, Raimondo stated that they aim for the USA to have at least two large-scale production centres for advanced semiconductor production by this date and to employ thousands of workers in well-paid jobs in each of these clusters.

Raimondo stated that the US also aims to build a large number of high-volume advanced packaging facilities and become the world leader in packaging technologies.

Raimondo also noted that they will invest $11 billion to create a strong semiconductor R&D ecosystem.

The CHIPS law, which aims to increase chip production and scientific research in the USA, was signed by US President Joe Biden on 9 August 2022 and entered into force.

The law to increase domestic semiconductor production aims to alleviate the chip shortage that causes disruption in production in many sectors from automobiles to electronics.

The law includes approximately $ 52 billion in support for semiconductor production, as well as a 25 per cent tax cut for 4 years to encourage the installation of semiconductor factories.
